Is it just a rain or snow overlay?
No — overlays are why cheap weather filters fail. Here the scene itself changes with the weather: wet streets reflect, snow sits on surfaces, fog obscures with distance, sun casts real shadows. The particles are the least of it.
Which effects work on which photos?
Most weathers suit most outdoor shots, with two notes: fog and mist need visible depth to be read, and blizzard/heavy rain will dominate a photo — they are the point, not a garnish.
